It doesn't pay for anything — it only tracks your points.
The PAYBACK American Express
A payment card. You earn PAYBACK points when you pay with it — including at places that aren't PAYBACK partners, wherever American Express is accepted.

Simple example
At a PAYBACK partner: show your PAYBACK card and pay with the PAYBACK Amex. You collect points from the loyalty card and from the payment.
